Place Value © is a new, original approach to meet HUD’s requirement for a standardized assessment component to Coordinated Entry. Comprised of five scales, Place Value offers thousands of possible score combinations, reducing scoring ties and clarifying referral decisions. Place Value was designed to support Dynamic Prioritization - which allows for separate channels for referrals to youth-specific housing, family housing and victim services providers.
The Northlake Continuum of Care in Louisiana adopted Place Value as their official coordinated entry assessment in October 2020. For this conference presentation, we hope to demonstrate the implementation history, stakeholder concerns, customizations and what led to them, how the assessment is delivered, where the data is recorded, how Place Value scores are used to generate a list, and how the scores interface with referral decisions.
We plan to show Place Value scores by race and ethnicity, as well as housing referrals. Early analyses suggest a slight reduction in housing referral racial bias in Northlake. Northlake CE staff utilizing this assessment report increased satisfaction with this assessment, particularly as it relates to cultural sensitivity and trauma-informed care. The Place Value assessment is also being utilized in Northlake’s Domestic
Violence CE Implementation in conjunction with the Campbell Danger Assessment. At the system level, the prioritization list generated by Place Value provides an accurate snapshot of community housing needs at any given time.
The Imperial Valley Continuum of Care in California has also adopted Place Value and is currently rolling out a Pilot. Implementing Place Value in IVCCC involved substantial customization. By comparing and contrasting two implementations, we hope to highlight the importance of customization for best Coordinated Entry results.
