HUD-VASH, a veteran-dedicated Permanent Supportive Housing program, is a targeted Veteran Affairs (VA) program in the Federal “All In” Strategic Plan to Prevent and End Homelessness. Integrating HUD-VASH data into HMIS aligns with all three foundational pillars presented in the “All In” plan: 1) Lead with equity; 2) Use data and evidence to make decisions; 3) Collaborate at all levels.

With a recent influx of resources to specifcally address unsheltered homelessness, systems and users need to be prepared for the unique issues presented with data collection on unsheltered persons. This session will focus on strategies to leverage HMIS and other data to help inform community work on ending unsheltered homelessness.

Across America, rural areas are transforming into exurban and suburban landscapes. The impact of this transition include increased cost of living, pressure to develop properties, new taxes for residents, and a loss of a sense of rural community. As a result, homelessness becomes increasingly visible in newly exurban and suburban communities.

In many coordinated entry systems, clients scoring for RRH and PSH usually get a lot of attention based on their high level of needs. For clients with low needs, they can end up at the bottom of the prioritization list and end up with a very long length of time remaining homeless.

Join us as we get real about comparable databases. During this session we will explore HUD expectations around comparable databases and the resources available to help communities. We will hear from at least one CoC and Victim Service Provider who have journeyed forward together to secure the right comparable database for the Victim Service Provider.

Whether you are just meeting Stella Performance for the first time, or ready to re-engage and explore your LSA data – this workshop will provide a foundation for analyzing your system performance to support data-informed decision making. Presenters will share a live demo of Stella P, including a refresher of system performance measures, key concepts, and navigation tips for this dynamic visualization platform. The workshop will conclude with Q & A with a Stella expert and guidance on where to go to get more information and support to use Stella P. If you wish to follow along with your own Stella data during the workshop, you will need an active HDX2.0 account with “read” access to the LSA module for your CoC and a Stellavised dataset.

How can a Continuum of Care (CoC) ensure the effective monitoring of the agencies that are participating in its Homeless Management Information System (HMIS)? This session will ensure that CoC and HMIS leadership have the skills necessary to monitor providers and users participating in HMIS, in accordance with Federal Partner HMIS standards.

The homeless response system is often cited in the discussion of a growing homeless population. Often times homeless response systems are described as being ineffective in solving homelessness and as a CoC and HMIS lead with the data in-hand, we do not share the same understanding. Locally, San Diego has discovered what we assume many regions experience - that more persons are becoming homeless for the first time than can be addressed by even a highly-efficient system of care.

Black San Diegans make up 28% of the homeless population in the region even though they only represent 5% of the overall population. This is the result of historical, systemic, pervasive racial discrimination and ongoing inequity in our nation and community. Conducting quantitative data analysis will not have a meaningful and data driven solutions for this rooted problem. Even the qualitative data analysis facilitated by internal parties may have its own biases.

Coordinating a CoC around a collective impact model is really, really hard! Being a CoC Lead Agency serving as the backbone support to the collective impact of a CoC requires centering everyone around a shared vision with a common agenda and mutually reinforcing activities. There is often a disconnect between front-line, direct-service staff and CoC leadership. This disconnect can threaten system identity and prohibits a shared sense of belonging within the CoC.
