The homeless response system is often cited in the discussion of a growing homeless population. Often times homeless response systems are described as being ineffective in solving homelessness and as a CoC and HMIS lead with the data in-hand, we do not share the same understanding. Locally, San Diego has discovered what we assume many regions experience - that more persons are becoming homeless for the first time than can be addressed by even a highly-efficient system of care.

Threshold is Maricopa County's centralized network of resources and support for property owners and managers to help them end homelessness. Operated by HOM, Inc., Threshold bolsters housing programs to work even better for property owners and managers by offering financial incentives, a dedicated owner support team, and damage and vacancy loss protection allowing owners to provide safe and stable homes for those who need them in our community.

This is the result of historical, systemic, pervasive racial discrimination and ongoing inequity in our nation and community. Conducting quantitative data analysis will not have a meaningful and data driven solutions for this rooted problem. Even the qualitative data analysis facilitated by internal parties may have its own biases.

Being a CoC Lead Agency serving as the backbone support to the collective impact of a CoC requires centering everyone around a shared vision with a common agenda and mutually reinforcing activities. There is often a disconnect between front-line, direct-service staff and CoC leadership. This disconnect can threaten system identity and prohibits a shared sense of belonging within the CoC.
